Dear Appeal Board Members:

On January 10, 1986, the Long Island Lighting Company (LILCO) submitted to the NRC Staff (Staff) Revision 6 of the Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan. By Memorandum dated January 16, 1986, copy attached, the Staff requested the Federal Emergency Paragerrent Agency (FEMA) to review Revision 6 of the Shoreham offsite plan and to provide findings and determinations to the NRC as appropriate.

It is the Staff's understanding that FEMA will provide the results of its review to the NRC by February 10, 1986.

FEMA REVIEW OF THE LILC0 TRANSITION PLAN FOR SHOREHAM The Long Island Lighting Company (LILCO), in a letter to H. R. Denton, NRC, dated January 10, 1986, submitted Revision 6 of the Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan. LILCO notes that the majority of the page changes in Revision 6 are the result of the use cf the Concourse Area in the Nassau Coliseum and the relocation of one transfer point.

We request that FEMA review Revision 6 of the Shoreham offsite plan and provide findings and determinations to the NRC as appropriate. A copy of Revision 6 is enclosed. Based on a discussion with Robert Wilkerson of your staff, we under-stand that FEMA will provide the results of its review by February 10, 1986.

Local Offsite Radiological Emergency Response Plan Shoreham Nuclear Power Station - Unit 1 Docket No. 50-322 Dear Mr. Denton.

On May 26, 1983, the Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan was submitted as part of the Atomic Safety and Licensing Board Docket No. 50-322.

Please find attached six sets of the revised pages that make up Revision 6 of the Plan, Procedures and Appendix A.

to this letter contains the instructions for inserting the revised documents into the Plan and Procedures. is a letter that discusses the changes included in Revision 6.

In summary, none of the operational concepts contained in Revision 5 are affected by the attached Revision 6.

We would like to point out that the two items of which caused the bulk of page changes are the use of the Concourse Area in the Nassau Coliseum and the relo-cation of one transfer point.

We ask that you cause a request to be made to FEMA, pursuant to the NRC-FEMA Memorandum of Understanding, for an expedited review of Revision 6.

To this end, we are forwarding under separate cover, consistent with past practice and in conformance to our control copy distribution, a total of sixteen (16) controlled copies of Rev. 6 directly to members of the RAC.
