Dear Mr. Anthony:
In your letter to me, dated February 11, 1986, you requested clarification of certain information contained in the letter from the Philadelphia Electric Company (PECo) dated January 29, 1986, as it related to a request for amendment of the Limerick license, dated December 18, 1985. The request for license amendment to which you refer was noticed in the Federal Register or December 26, 1985 (50 FR 52874-52876).
It may be helpful for you to understand that PECo filed two requests for amend-ment of the Limerick Unit 1 license, both dated December 18, 1985. One request dealt with an extension of the surveillance test schedule for excess flow check valves in instrumentation lines. A " Notice of Consideration of Amendment to Facility Operating License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing" was published in the Federal Register on December 26, 1985 as discussed above. This request for an amendment was granted by Amendment No. I to License No. NPF-39 on February 6, 1986.
The other request for amendment of the Limerick Unit 1 license, dated December 18, 1985, dealt with an extension of the surveillance test schedule for a group of 37 containment isolation valves in systems such as the low pressure coolant injection system, the reactor enclosure cooling water system, the drywell chilled water system and other systems as identified in the application for the amendment.
A notice was published for this request for license amendment in the Federal Register on December 30, 1985 (50 FR 53226-53235).
The letter from PECo dated January 29, 1986, provided additional information related to this request for amendment.
The information in this letter is not in conflict with the subject of the December 26, 1985 Federal Register notice, which dealt with a different subject. The second December 18, 1985 request for an amendment was granted by Amendment No. 2 to License No. NPF-39 or. March 3,1986.
It would appear that you received copies of both requests for amendment of License No. NPF-39, since PECo's service list for those amendments lists you as a recipient.
In addition, copies of both of the Federal Register notices discussed above were sent to you directly by the staff's notice of January 27, 1986, as you noted in your letter. We trust that this information will be helpful in clarifying the issues raised in your letter of February 11, 1986.
