There has been considerable dialogue between the Nuclear Energy Advisory Commission (NEAC) and the NRC staff regarding the Independent Corrective Action Verification Program (ICAVP). We will not go through the litany ofissues because it would serve no purpose.

Simply put, the nature of the industry and the need for technical expertise, among other issues, preclude any contractor from being perceived as being literally or really independent.

Accordingly, the NEAC voted to delete the letter "I" from ICAVP and call it the Corrective Action Verification Program. While saying this, we agree we must all be vigilant in insuring that the monitoring would permit the CAVP contractor to be perceived as " independent" as possible.

The council appreciates being able to observe the recent review of Sargent & Lundy's CAVP audit plan by the NRC. It was informative and an important aspect of the process. The NEAC stands ready to work with you on each of the corrective action verification programs, and to j

foster communication with the general public.
