3 CHAIR SUNSERI: The meeting will now come 4 to order. This is the first day of the 673rd Meeting 5 of the Advisory Committee on Reactor Safeguards. I am 6 Matthew Sunseri, Chair of the ACRS. Members, please 7 acknowledge your presence as I call the roll. Ron 8 Ballinger?

4 CHAIR SUNSERI: Matt Sunseri, Chairman is 5 here. So that is eight of the ten. I note that we 6 have a quorum. The ACRS was established by the Atomic 7 Energy Act and is governed by the Federal Advisory 8 Committee Act. The ACRS section of U.S. NRC public 9 website provides information about the history of the 10 ACRS and provides documents such as our charter, 11 bylaws, Federal Register notices for meetings, letter 12 reports, and transcripts of all full and subcommittee 13 meetings, including all slides presented at the 14 meetings.

15 The Committee provides its advice on 16 safety matters to the Commission through its 17 publically available letter reports. The Federal 18 Register notice announcing this meeting was published 19 on April 30th, 2020 and provides an agenda and 20 instructions for interested parties to provide written 21 documents or request opportunities to address the 22 Committee. The Designated Federal Official for this 23 meeting is Mr. Mike Snodderly.

4 1 particular, NuScale design certification application 2 review PRA and Emergency Core Cooling valve 3 performance. NuScale design certification -- let me 4 clarify. These are the topics for this week's meeting 5 and not necessarily all will be covered today: the 6 NuScale design certification application review final 7 design, final report on safety aspects of NuScale 8 Small Reactor, and Kairos advanced reactor design, a 9 few topical reports: one on scaling methodology and a 10 second one on reactor coolant.

11 As reflected in the notice, portions of 12 the meeting may be closed in order to discuss and 13 protect information designated as sensitive or 14 proprietary. A phone bridge line has been open to 15 allow members of the public to listen in on 16 presentations and Committee discussions. We have 17 received no written comments or requests to make oral 18 statements from members of the public regarding 19 today's session.

20 There will be an opportunity for public 21 comment and we have set aside ten minutes in the 22 agenda for comments from members of the public 23 attending or listening to our meeting. Written 24 comments may be forwarded to Mr. Mike Snodderly, the 25 Designated Federal Official.

5 1 A transcript of the open portions of the 2 meeting is being kept and is requested that the 3 speakers one of the microphones -- use only the 4 microphones, identify themselves, and speak with 5 sufficient clarity volume so they may be readily 6 heard. Two things that we learned from our previous 7 virtual meeting is that it's important for 8 participants to mute their microphones when not 9 speaking and also for presenters to pause periodically 10 to allow others to ask questions and interject. So 11 you don't pause, we don't get the opportunity to jump 12 in sometimes. So that's the two lessons learned.

13 This will be our second virtual meeting of 14 the ACRS, and we have incorporated lessons learned 15 from the previous session, such as ensuring that the 16 public phone line is open and other such logistic 17 things. So I anticipate that we will continue to be 18 a learning organization and please gather any feedback 19 you have and submit those to either myself or 20 Christiana Lui following this of any lessons learned 21 you might have.
