POWER ASCENSION PROGRAM CHANGES HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby submits the following detailed justifications pertaining to power ascension test modifications (attached) for NRC consideration:

1. Test Number 28B - Two Pump Recirculation Pump Trip Test
2. Test Number 28D - Recirculation Pump Runback Test Attachment 1 consists of General Electric Company's technical analysis and PSE&G's safety evaluation for each of the afore-mentioned items. The conclusion for each item shows the proposed modifications pose no increase in risk to the health and safety of the public or an unreviewed safety question.

The Station Operation Review Committee (SORC) has reviewed each evaluation and concurs with the conclusions reached therein.

Attachment 2 consists of marked up FSAR pages applicable to the proposed testing modifications. These FSAR changes will be included as an amendment to the FSAR pending approval for implementation from the NRC.

Director of Nuclear 2 10/4/85 Reactor Regulation The balance of justifications associated with the power ascension test modifications are in the detailed review process in support of the safety evaluation and will be submitted as soon as possible.

Since the enclosed modifications impact final 1 zing the related power ascension testing detailed procedures, an expedited review is requested. PSE&G is ready to meet with cognizant NRC personnel to discuss the proposed modifications should your require additional information.
