- 1. The Nuclear Regulatory Commission (the Commission) has found that:
_ A. The application for amendment by Texas A&M University (the licensee)'
dated September 2, 1985, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the amended license, provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Commission; C. There is reasonable assurance (1) that the activities authorized by i - this amendment can be conducted without endancering the health and
, safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; h* -- D. The issuance of this amendment will not be inimical to the comnen p__ __; defense and security or to the health and safety of the public; E. The issuance of this amendment is in accordance with 10 CFR Part 51

. of the Commission's reaulations and all applicable requirements have been satisfied; and F. Publication of notice of this amendment is not required since it does not involve a license of the type described in 10 CFR Section 2.106(a)(2).

- 2. Accordingly, Facility Operating License No. R-23 is hereby anended by adding parenraph 2.C.3, to read as follows: '
(3) Physical Security Plan 1__ ._
The licensee shall fully implement and maintain in effect all provisions of the Commission-approved physical security plar, ircluding all anendments and revisions made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p), which are part of the license.
This plan, which contains information withheld frca public disclosure urder 10 CFR 2.790, is entitled
" Texas AEM Ifniversity AGN-201M Reactor Facility Security Plan," with revisions through September 24, 1984.

- 3. The license anendment is effective as of its date of issuance.
