Peach Bottom Atomic Power Station, Unit 2 Withdrawal of October 1, 1985 Request for Temporary Technical Specification Relief

Dear Mr. Stolz:

Philadelphia Electric Company hereby confirms the withdrawal of its request of October 1, 1985, subsequently modified on October 3, 1985, that the NRC consider granting relief from the current Technical Surveillance requirement (Section 4.5.A.3.d) for the 2A Residual Heat Removal (RHR) pump.

This request was verbally withdrawn on October 4, 1985 as a result of a reassessment of the 2A RHR pump test data during an engineering analysis, which concluded that the pump performance was in compliance with the surveillance requirement.

Consequently, the pump was certified as operable for Unit 2 restart.

l We regret any inconvenience that was caused by the delay in the determination that the relief was unnecessary; nevertheless, the expeditious manner in which the NRC technical staff considered this request is greatly appreciated.

It appears there may be justification for reducing the RHR pump minimum flow requirements based on safety analyses codes developed since issuance of the facility's Operating License. A study will be conducted to determiae the feasibility of requesting a permanent license amenoment regarding pump flow requirements.
