Dear Sir:

As a result of numerous fire protection modifications in progress at the Trojan Nuclear Plant, certain fire protection equipment has been taken out of service. Since some of this equipment could not be returned to service within the required time, this Special Report is being submitted pursuant to the Technical Specifications specified below.

1. Technical Specification 3.7.8.2 requires the deluge system in the electrical penetration area to be operable. Due to the installation of fire protection modifications, this deluge system was removed from i

service on October 28, 1985 and was returned to service on November 25, 1985. During the period the deluge system was inoperaDie, a continuous fire watch was established with oackup fire suppression equipment.

2. Technical Specification 3.3.3.7 requires fire protection instrumentation be operable in the elevation 69-ft switchgear room. Due to the in-stallation of fire protection modifications in the switchgear room, the fire protection instruments were removed from service oa October 29, 1985.

It is currently estimated these instruments will be returned to service by December 20, 1985. While these instruments are inoperable an hourly fire watch patrol is established.

3. Technical Specification 3.7.9 requires all 3-hour penetration fire barriers protecting safety-related areas to be functional. On November 6, 1985, the Auxiliary Building hoistway hatch cover between the 25-ft and 45-ft i

elevations was removed to accommodate tne installation of a new 3-hour rated :1atch cover. The installation of the new cover was completed on December 4, 1985. The smoke detectors on the 45-ft elevation of the A4xiliary Building in the vicinity of the hoistway were verified operable and an hourly fire watch patrol was established while the 3-hour pene-tration was n0n-functional. '
