On January 7,1997, at approximately 0820 hours0.00949 days <br />0.228 hours <br />0.00136 weeks <br />3.1201e-4 months <br />, a contractor security officer found a loaded.380 caliber Colt automatic pistol while performing a routine vehicle search. The vehicle was outside of the protected area at the tima of the search. The pistol was found inside a cooler on the front seat of the vehicle. The security officer took control of the pistol and notified the shift commander who, in turn, took control of the pistol, and then notified the Protective Services Department Manager and the Security Operations Supervisor.

The owner of the pistol, who was also the operator of the vehicle, was escorted to the Protective Services D:partment Manager's office for questioning. The owner stated that he forgot the pistol was in the cooler. He was in possession of a valid Massachusetts Firearm License. The Town of Plymouth police department did a warrant check on the owner of the pistol with negative results.

It wIs determined that the operator of the vehicle did not intend to bring the pistol on site, and it was an ov:rsight on his part. The pistol was not hidden; it was inside a coole,r on the front seat of the vehicle. The d: livery was expected. PNPS security maintained control of the pistol until the owner / vehicle left the site.

Tha incident occurred while the unit was at 100 percent power with the reactor mode selector switch in the RUN position. The incident had no effect on plant safety.

EVENT DESCRIPTION On January 7,1997, at approximately 0820 hours0.00949 days <br />0.228 hours <br />0.00136 weeks <br />3.1201e-4 months <br />, a contractor security officer found contraband material, a

.380 caliber pistol, in a cooler on the front seat of a delivery vehicle while performing a routine, pre-access starch of the vehicle outside of the protected area. The delivery was expected. The security officer notified the Shift Commander who took control of the handgun and notified the Protective Services Department Manager and the Security Operations Supervisor.

The owner of the handgun, who was also the operator of the vehicle, was escorted to the Protective Services D ptrtment Manager's office for questioning at approximately 0830 hours0.00961 days <br />0.231 hours <br />0.00137 weeks <br />3.15815e-4 months <br />. The Security Operations Supervisor and the shift commander were present for the questioning. The owner of the handgun stated that he forgot the hindgun was in the cooler. He was in possession of a valid Massachusetts Firearm License.

Tha Town of Plymouth Police department was contacted and conducted a warrant check on the owner of the handgun with negative results.

The senior on-shift licensed operator was briefed at 0932 hours0.0108 days <br />0.259 hours <br />0.00154 weeks <br />3.54626e-4 months <br />. The NRC Operations Center was notified of tho incident in accordance with 10 CFR73,73(b) on January 7,1997, at 0937 hours0.0108 days <br />0.26 hours <br />0.00155 weeks <br />3.565285e-4 months <br />. The incident was recorded as event number 31551. NRC Region 1 was notified as was the resident NRC inspector. This written report is submitted in accordance with 10 CFR 73.71(b).

The incident occurred while the reactor was at 100 percent power with the reactor mode selector switch in the RUN position. The incident had no effect on plant safety.

CAUSE It was determined that the owner of the handgun did not intend to bring the handgun on site, and it was an oversight on the owner's part. The handgun was not hidden; it was found inside a cooler on the front seat of the vehicle.

The owner of the handgun was a delivery man. He was not badged, and he did not have unescorted access to tha site.

CORRECTIVE ACTION The procedure goveming station access control was revised to further strengthen the access control process.

LOCAL. STATE. AND FEDERAL LAW ENFORCEMENT AGENCIES CONTACTED Tho Town of Plymouth, Massachusetts Police Department was contacted and requested to conduct a check for outstanding warrants. The warrant check was negative.

MEDIA INTEREST / PRESS RELEASE Thure was no media interest or press release conceming this incident.

4 SIMILARITY TO PREVIOUS EVENTS Two similar safeguards events have been reported. They were SER/SGER 90-S01-00 and SER/SGER 93-S01-00.

As discussed in Si h 90-801-00, a loaded handgun was detected by a contractor security officer on June 13, 1990, while x-raying personal property brought to the Alternate Access Point portion of the protected area. The handgun was in a carrying bag brought to the access point by a utility non-licensed construction engineer. The engineer was denied unescorted access to the protected area, and he was detained for questioning. After qusstioning and determining the individual had a valid Commonwealth of Massachusetts license to carry a firrrrm, the engineer was allowed to leave the controlled area with the handgun. Investigation determined the engineer unintentionally brought the handgun to the access point. The engineer forgot that the handgun was put in the carrying bag for temporary storage while off duty. The engineer received disciplinary action in the form of a suspension from work.

As discussed in SER 93-S01-00, an unloaded handgun and twenty rounds of ammunition were detected by a l

contractor security officer on October 27,1993, while x-raying personal property brought to the protected area ecc ss checkpoint. The handgun and ammunition were in a carrying bag brought to the access checkpoint by a non-licensed utility technician. Security personnel took control of the handgun and ammunition. The technician w:s denied access to the site and questioned. The technician forgot that the gun and ammunition were in the carrying bag. Security verified that the individual did not have any job related problems and that no change in b:havior had occurred. The individual received disciplinary action in the form of a suspension from work.
