Dear Mr. Todd:

I am pleased to learn of your appointment by Governor Almond as the State Liaison Officer to the U.S. Nuclear Regulatory Commission from the State of Rhode Island.

The NRC looks to the Governor-appointed State Liaison Officer to provide a communication channel between the State and the NRC; to be the key person in the State to keep the Governor informed on regulatory, radiological public health and safety or other matters of interest to the Governor; to keep other officials within the State informed on regulatory and public health and safety matters as appropriate to their interests and/or responsibilities; and to provide NRC with information on particular issues.

At Governor Almond's request, we are placing Mr. Raymond LaBelle, Executive Director of the Rhode Island Emergency Management Agency, on a special mailing list so that on a regular basis he will receive copies of appropriate NRC documents and reports to keep your Agency informed of matters that impact on States. Also, on a periodic basis we will conduct both regional and national State Liaison Officers' meetings to discuss matters of mutual regulatory interest.

David Chawaga, our Regional State Liaison Officer in the NRC Region 1 Office located in King of Prussia, Pennsylvania will be your main contact for routine communications at j

(610)337-5246. In the event of his unavailability, please do not hesitate to call me at Headquarters or Spiros Droggitis of my staff at (301) 415 3340, concerning questions or i
