COMJA-85-11 AND RE SES I have reviewed Chairman Palladino's August 28 response to COMJA-85-11, and I agree with his suggested modifications to my proposal. As for Comissicner Zech's August 30 coments, I agree that the review of our inspection program should focus on those elements of inspection and enforcerent that are relevant to the lessons of the Davis Besse incident.
As for Comissioner Zech's suggestion that we await staff responses on my five items, I note that the ED0's September 5 memorandum provides the staff's response.
I propose that we proceed immediately with my August 16 proposal, as modified by Chairman Palladine's August 28 response.
In addition, I would like to obtain the views of the ACRS on the staff's rosition concerning the implications of the Divis Besse event on the adequacy of the B&W plant design, as contained in the ED0's September 5 remorandum.
I request that SECY track responses to this nemorandum.
