The prcpcscc changes are to revise the setpcir.ts and setpoint tolerances fcr thc 16 safety-relief valves (SP.V) it: tht Lt fille Units 1 and 2 Technical Specifications.

Evaluation The La Salle County Station, Units 1 asi E each uses 18 Crosby safety rem cf valves fer thcir respective overpressure protection. The Crosby safety relief valves have a setpcint cFening scatter band range of 4 perccr.t wFich was measured during the life cycle cuelificttion testing. The present setpcin tolerance in the Technical Specifications is :1 perccrt. The licensee indicates this limit is unduly restrictive and rer.uires unnecessary testing of the vahes.

Consequently, the licensee is recttsting that the Technical Spc-cifications be reviseo to use the scatter band of the qualificeticn test for the setpoint tolerances of +1 perccrt ard -3 percent.

The licensee is aisc prorcsinc that the setpoints for the last 2 safety relief valves be changec from 1146 to 1150 psig to be ccrsistent with the General Electric design documents.

Prescr,tly, the setpoints for these safety relief valves are as follows: 4 at 1205 psig, 4 at 1195 psig, 4 at 1185 psig, 4 at 1175 psig, and 2 at 1146 psig.

Overpressure protection evaluation considers only the maximum or high valLc cf the opening pressures, which will be m61ntained by the proposed upper tolerance limit of 1 percent. The plant operating pressure is 1020 psig. The lower tolerar.cc lirait of -3 percent woula actuate a safety relief valve for the minimum setting at abcut 1115 psig during the plant operation. This lower tolerance provides adequate simmer margin which will reduce the potential for spurious openings. This sirrner margin is the difference between the safety relief valve set pressure and the rcactor pressure vesssel operatir.g pressure.

The Gereral Electric (the vendcr) specification on blowdown requires that the blowocwn be within the range of 2 to 11 percent of the nameplate permitteo set pressure pupping rangc. The proposed tolerance limit woulc Le within the bicwdown limit range.

The prcrcscc changes do not affect overprotection analyses or plant perforrrar.ce; and, therefore, the steff fir.ds the proposed changes acceptable.

Environmental Considera_tj,on These er.endments involve a change in use of facility components located within the rcstricttd area as defined in 10 CFR Part 20 end changes surveillance requirements. The staff has detern:ined that these amendr.:ents involve no signifi-cant increase in the ercunts, arid no significant changes in the types, of any effluents th61 roay be released offsite, and thtt there is no significant increase in individual or corulative occupational radiaticr. exposure. The Cermission has previously issued a prcpcsed finding that these anendrents invcive ro significant hazards cersiccratioti ond there has been no public ccnunt on such finding. Accordir.cly, these amendments meet the eligibility criteria ter totectricel exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR bl. We have concluded, based on the cor.siderations discussed abcVe, that:

(1) there is reasonable assurance that the health and safety of the public mil net be endangered by operation in the proposed manner, ano (E) such activities will be conducted ir, ccrrliance with the Commission's regulations and the issuance of these anendments will not be irinical to the connon defense and security or tc thc Fcelth and safety of the public.
