Dear Mr. Lake:

This is in response to your letter dated September 5, 1985, in which you requested, pursuant to the Freedom of Infonnation Act (F0IA), access to all records from 1930 regarding any nuclear disaster, possibility of a nuclear disaster, accidents or plans to deal with such, including the Three Mile Island accident, and actual or potential use or manufacturing of nuclear materials, nuclear weapons, or nuclear-related research in the United States.

We are enclosing copies of the NRC's 1984 Annual Report, which discusses NRC's current activities regarding a number of subjects in which you have expressed interest, " Citizen's Guide to U.S. Nuclear Regulatory Comission Information,"

and a notice on procedures and charges for obtaining records from the NRC's PublicDocumentRoom(PDR). We are also enclosing copies of a previous F0IA request, F01A-85-145, and NRC's response to that request, regarding early records on nuclear energy.

As explained in the above materials, the NRC maintains a docket file in the PDR on each nuclear power plant regulated by the MC. In addition, the NRC maintains a collection of plant-specific document in Local Public Document Rooms (PDR) near plant sites. With regard to your interest in Three Mile Island Unit 2, this is to inform you that the LrdR for that unit is located in the Forum Building of the State Library of Pennsylvania, Comonwealth and Walnut, Harrisburg, Pennsylvani? Volumir.ous amounts of records regarding the accident at that unit are maintaii,A in the PDR and the LPDR, including a multi-volume report on the accident by a Special Inquiry Group. In addition to maintaining records in the plant-specific docket files, the PDR maintains copies of the multi-volume quarterly reports to Congress on abnormal occurrences, the NUREG-0900 series of reports. In response to a recent F0IA request, F01A-85-576, the NRC placed into the PDR computer printouts describing unusual events from August 1982 to February 1985 and alerts during 1984 which were reported to the NRC's Operation Center. These printouts are maintained in PDR folder F01A-85-576.

We hope that the above information will assist you in beginning your research project. We suggest that you review the records identified above and, if you have any further interest in these matters, you may submit another FOIA request for specific records.
