OF !!EETING CONCERNING COMBUSTION Ef1GIfiEERING F00EL M0. DRY-CAP CASK Attendees Conbustion Engineering NRC Ken Margotta R. H. Odegaarden Bill Burns C. E. MacDonald Ken Anderson
- 11. U. Lee Introduction A neeting was held at the request of Conbustion Engineering (CE) at Silver Spring, Maryland, on December 16, 1985, to discuss a proposed storage / transport cask.
Discussion CE proposes to subnit to the NRC the fiodel No. DRV-CAP rail cask to be used for the shioTnt of either 24, PWR fuel assenblies or 60, BWR fuel assenblies. The cask is to be constructed of A-516 Grade 55 forged steel (9.5 inches thick) and provided with upper and lower wooden impact limiters. The cask neasures 130 inches dianeter by 2A5 inches long across the inpact limiters. The loaded weight of the cask is 230,000 pounds. The eaxinun fuel pin clad tennerature was calculated to be 3GO'C. The applicant perforr.ed a criticality analysis which took credit for fuel burn-up.
The MRC staff suggested CE obtain copies of Pegulatory Guides 7.4, 7.6, 7.0, and 7.9 if they had not already. Brittle fracture for the proposed material and taking credit for fuel burn-up in the criticality analysis would be na,ior concerns to the PRC staff. A full scale drop test with a flaw would be required along with other elements of a fracture control plan for the proposed naterial. It was suggested that CE neet with the staff prior'to conducting full scale tests. Credit for burn-up was not-reconnended by the HRC staff, however, to even consider credit for fuel burn-up would require detailed adninistrative controls, reactivity resurerentswfor4npeading-operations r-and-appr ylate-safety-factort
