This letter provides the IP3 final response to IE Bulletin 82-02. provides the information requested by Action Items 1, 2 and 4 of the subject bulletin. Reference 1 responded to Action Items 3 and 5.

Include a statement that Action Item I has been completed.
Response
Details of the four key elements as discussed in Action Item 1 are included in the maintenance procedures and step lists as they are prepared.
In addition, these maintenance practices will be included in the training accreditation program to further enhance the overall knowledge of the maintenance mechanics.
Procurement and application of fastener lubricants and injection scalant compounds are included in the normal quality assurance process for fasteners which fall within the guidelines of this bulletin.
Based on the above, the Authority considers Action Item 1 complete for any components that have been opened.
Action Item 4b:
Identification of the specific connections examined as required by Action Item 2.
Response
The following is a list of closure connections which have been opened for component inspection or maintenance since the issuance of this bulletin.
With the exception of the Reactor Coolant Pumps Number 1 Seal Housing bolts, all the threaded fasteners for these closures were replaced with new fasteners as a good maintenance practice. This was done in lieu of the examinations recommended by Action Item 2, since this was felt to be the most conservative approach to address the concern of possible bolt degradation.
The #1 RCP Seal Housing Bolts (Carbon Steel Chrome Plated Studs ASTM-A-574) were removed, visually inspected by the vendor and reinstalled. No degradation was observed on these bolts.

The results of the examinations performed on the. threaded fasteners as required by Action Item 2.
If no degradation was observed for a particu-lar connection, a statement to that effect, identification of the con-nection and, whether the fasteners were examined in place or removed is all that is required._ If degradation was observed, the report should provide detailed information.
Response
During the Summer 1985 refueling outage the visual examination conducted on PCV-464, 466, 468 and #31 thru #34 Steam Generator Manways showed no degradation of the threaded fasteners. Therefore, existing bolting was utilized in all instances.
