Dear Mr. Crow:
Exxon Nuclear Company, Inc. _ he.re b"y requests a license amendment to construct and operate an incinerator, for the processing of uranium contamin-ated combustible was tes.
This letter is Part 1 of a two part request.
The j
purpose of this part is to make you awareiof our plans and to obtain approval to start construction. The second part, which will discuss the operation in some detail including various safety features, will be submitted a f ter more detailed design has been completed. Construction is scheduled to start in early 1986 and operation is scheduled to begin in early 1987.
As a part of the overall project, approvals will be obtained from the Washington State Department of Ecology and from the. Benton-County Air Pollution Control Authority.
A conceptual design of the incineraton and it's adjuncts is depicted in the enclosed sketch SK-J-156.
At the time of startup of the unit, it is estimated that 13,000 55 gallon drums-of-waste will be in storage awaiting processing. The capacity of the incinerator will be such that it will handle current waste volume generated plus'some'of tihe storage backlog.
The existing drummed waste will be sorted,'with' combustible waste being boxed in cardboard for feed to the incinerator, and noncombustible waste being drummed for disposal.
Currently generated combustible waste will be boxed for direct feed to the incinerator.
The ash from incinerator will be drummed, assayed, and either processed through existing equipment for uranium recovery prior to disposal or disposed of directly. The incinerator off gas stream is scrubbed twice, filtered and discharged up a stack.
The scrubber solution will be routed to lagoon interim storage.
The sorting and incineration equipment will be installed in Room 173 of the Speciality Fuels Building. Outside construction will consist o f a HVAC system for Room 173 with stack, a nitrogen tank, a small boiler, a caustic tank, two propane tanks, a cooling tower all with concrete pads, a barrel Ap plica n t....................

The outside construction activities described above will not adversely e f fect ' the environment. as thet are very minor in nature and involve only areas which are already conunitted to industrial type activity.
No virgin land will be utilized.
