SUMMARY

A site visit and drawing audit were performed by the Power Systen Branch staff at the Seabrook Station on September 24 thru September 26, 1985 to assure that the installation of safety related electrical and mechanical equipment was implemented in accordance with the design described and the criteria specified in the FSAR. Enclosure 1 provides the list of attendees.

The staff, ci a sample basis, verified that separation between redundant circuits is maintained and barriers are provided where separation in marginal.

Since in the Seabrook design all non-Class IE circuits have been routed with Class IE circuits and are treated as associated circuits, the staff verified that the circuits are properly identified and separate from redundant associated circuits or the redundant separation group circuits in accordance with R.G.

1.75. This was accomplished by visual inspection.

The apolicant has identified cables between redundant associated circuits where physical separation is not fully in accordance with the criteria established in the FSAR. The applicant has analyzed and justified the non-confomance for these cases. The staff review and evaluation of these cases will be provided in the supplement to the SER.

As part of the in-plant observation, the staff traced control and power cable routes for two redunant RHR pumps from switchgear to the pump installations.

It was demonstrated that the minimum separation requirements has been met for the two trains of RHR pumps.

The staff spent considerable time discussing the open issues in the SER during this site visit. The applicant has an onderstanding what information is needed to resolve the open issues. 4 The staff review of the Diesel Generator (DG) control drawings revealed that if the DG control switch is in the local position the DG will be unavailable for auto start on a SI signal. Although this condition is included in the DG common alarm on the computer, it is not listed as part of the conditions that can render the DG incapable of responding to an automatic emergency start signal. The staff requires that this condition be included in the list of conditions that can render the DG incapable of responding to an automatic emergency start signal.

The staff review of the control circuitry of active valves revealed that if

! the power to these values is not locked out, redundant indication that meets the single failure criteria is not provided for such valves. Although, two contactors in series are provided for these valves, the applicant claims that the power is not locked out and as such redundant indication that meets the single failure criterion is not necessary. After evaluating this information, the staff considers that since the power is being removed from these valves by providing two contactors in series in order to meet BTP-18 position 3 these valves must meet BTP-18 position 4. Therefore, the staff requires redundant indication that meets the single failure criterion be provided for the valves.

The staff review of the circuits for penetration protection revealed that the breaker control power supply for primary and back up protection for structure cooling fans does not meet the single failure criterion i.e it is not from different batteries. The applicant stated that since the breakers are Class 1E, the control power supply does not have to be from different batteries for these circuits. The staff disagrees with the applicant and requires that the 4

breaker control power supply for primary and backup protection for these cooling fans be from different batteries to satisfy the recommendations of R.G.1.63 regardless of whether breakers are Class IE or not.
