SUPPLEMENTAL SAFETY EVALUATION REPORT - PERRY NUCLEAR POWER PLANT UNIT 1 - RELIABILITY OF STANDBY EMERGENCY DIESEL GENERATORS The TDI Project Group, Division of Licensing, has prepared the enclosed SSER concerning reliability issues relating to the emergency diesel generators at

Perry Nuclear Power Plant which were manufactured by Transamerica Delaval, Inc. (TDI). This SSER precedes final completion of the staff review of the proposed generic resolution of the Owners Group Phase I issues and of the total DR/QR program at Perry. The staff concludes that these reviews have progressed sufficiently such that all significant issues warranting priority attention as a basis for issuance of an operating license for Perry have been adequately resolved.

Accordingly, the staff concludes that the TDI dicel generators at Perry will provide a reliable standby source of onsite power in tteordance with General Design Criterion 17. This finding is subject to (1) 1: cense conditions, (2) changes to the plant Technical Specifications, (3) changes to engine operating procedures, and (4) implementation of an enhanced engine maintenance and surveillance program as identified and discussed in the enclosed SSER.
