Dear Mr. Martin:

This letter documents the discussion we had on October 8,

1985 concerning personnel changes and our intent to maintain the Site Director position at Wolf Creek Generating Station for a longer period than we had previously anticipated.

The personnel changes and continue 1 utilization of a Site Direct'>r will provide stability and continuity to the project and assure proper management involvement in the safe operation and maintenance of the plant.

In Noveaber of 1984, KG&E established an interim organizational psition titled " Site Director" to control the day to day activities on site through the preoperational and power ascension testing. This-position was filled by the Director of Nuclear Operations (DNO) and was to be eleminated sometime after Wolf Creek achieved coanercial operations.

We have now achieved comercial operations, however KG&E intends to maintain the Site Director position for a few more months.

The primary reason we intend to maintain the interim position in that the individual who was filling both the DNO and Site Director positions has recently taken a challenging position with TVA.

The Site Director position has proven to be beneficial in coordinating day-to-day activities, therefore we intend to keep the position until a permanent DNO has been identified and has had an opportunity to fully assume his duties.

The Site Director position will provide project continuity while transitioning to a new DNO. The position is discussed on section 13.1.1.2.lb and 17.2.1.3a of our FSAR.

- Mr. R.D. Martin IOGJEC 85-238 Page 2 October 23, 1985 The Site Director has direct responsibility for providing project direction for Construction, Engineering, Plant. Operation, and other activities necessary to support the day-to-day activities on site.

He reports directly to the Vice-President Eclear and has the necessary authority to assure that the recources, work assignments, and priorities of the organizations are consistent with the day-to-day requirements for safe operation of the plant.

As discussed earlier, the Wolf Creek DND recently moved to another utility.

I have named myself as the acting DND until I identify a permanent replacement.

Furthernere, I have identified the Director of Engineering and Technical Services as the new Site Director until we feel confortable about eliminating the position.

Filling two positions,. Site Director and Director of Engineering and Technical Services will create an added work load for that individual.

Therefore,'

I have added a Manager of Engineering and Technical Services Support to assist the Director-in administrative duties and coordinating activities wit h Engineering and Technical Services.

The individuals involved in the changes discussed above have played key roles in the project for several years and will provide the required continuity until a permanent DNO is identified and the Site Director position can be eliminated. I believe these moves enhance our organization' and provide more than adequate measures in light of the
