Timothy. Stewart was employed by L.K. Comstock at the Braidwood site froni March 1982 to June 1985.
During that time, he worked as a Level II Inspector in the areas of configurations and concrete expansion anchors.
Comstock terminated Mr. Stewart's employment for excessive absenteeism in June 1985.
This termination followed both written and verbal warnings to Mr. Stewart concerning tardiness and absenteeism.
At.the time of his termination, Comstock management made the judgment that Mr. Stewart was not recommended for rehire.

y Administrative Judges October.31;?l985 Page Two When Mr. Stewart left the Braidwood site in June, he was asked by.both Comstock and the Commonwealth Edison Company's Quality First organization whether he knew of any safety concerns or any conditions at Braidwood which would be reportable under NRC regulations.
Mr. Stewart did not express any such concerns at daat. time.
Recently, Mr. Stewart sought employment with BESTCO at Braidwood. Since July 1985,lQC inspectors for the
. electrical work at Braidwood have been employed by BESTCO-a'nd supervised by Comstock personnel.
Comstock informed
. BESTCO that Mr. Stewart was not recommended for rehire and, in addition, that Mr. Stewart's certifications were not in disciplines in which Comstock presently needs additional-inspectors.
It-is our understanding that when Mr. Stewart was informed that he might not be rehired to work for Comstock he stated that he planned to talk to Business and Professional People for the Public Interest.
It is our further understanding that Mr. Stewart has indicated that he has information concerning harassment at Comstock but that, if he is not
. rehired, he will not provide Commonwealth Edison or Comstock with the details of his claims.
At.this time, Mr. Stewart has not been rehired to work at the Braidwood site.
Sincerely, I
Michael I. Miller MIM:pj
