DEVICE TYPE:

Coal Ash / Moisture Monitor I

DESCRTPTION:

The Coarse Ash Monitor (CAM 1 and CAM 1-5) and Moisture Meter (MM1) are fixed devices used in coal processing plants and are mounted on an enclosed conveyor belt to provide an ash reading corrected i

for bed depth and moisture content.

The devices consists of one or two source housings bolted to a frame which is permanently 4

attached to a conveyor belt.

The frame is comprised of mild j

tubular steel and is either bolted or welded to the conveyor belt j

frame between two idlers.

3 The Model CAM 1 incorporates two source housings and two detectors j

and is used for applications where the conveyor belt widths are less than 56 inches (142 cm).

The source housings incorporated 4

by the Model CAM 1 are the ABS 80 (see Attachment 1), which j

contains up to 20 mci of Cs-137, and the ABS 50 (see Attachment j

2), which contains up to 300 mci of Am-241.

Each housing is l

bolted to the frame of the CAM 1.

The Model CAM 1-5 is utilized for belt widths between 56 and 64 inches (142 cm to 163 cm, respectively).

The only difference i

between the CAM 1-5 and CAM 1 is that the CAM 1-5 incorporates a i

SH2O source housing instead of the ABS 50.

i The Model MM1 consists of a ABS 80 source housing, containing up i

to 20 sci of Cs-137, and a detector and may also incorporate a microwave assembly.

The ABS 80 source housing is a spherical container 7.09" (180 mm) in diameter having a 0.12" (3 mm) thick mild steel outer shell.

This shell is lead filled in such a way as to provide shielding in all directions when the shutter is closed.

A solid steel i

flange is welded to the bottom of the shell.

Within the steel shall is a rotating shutter enclosed by a steel cylinder.

The shutter is controlled by a lever on the top of the source housing.

To open the shutter, the lever is lifted off the slot I

and turned 180.

The lever is then moved back to the slot where I

it can be secured to the device by a pin if the shutter is in the "ON" position or padlocked if the shutter is in the " CLOSED" position.

The lever is marked on opposite sides with "OPEN" and

" CLOSED".

The ABS 80 source housing incorporates a CDC.800 series, cesium-137 sealed source.

It is attached to the device frame by eight bolts.

The source holder incorporated by the ABS 80 source housing is the SH20C (see Attachment 3).

The Cs-137 source is inserted into a threaded source cap which is then threaded onto l

the end of the source holder.

The source holder is made of brass and is screwed and spot welded to the source housing to prevent access to the source.

t The ABS 50 source housing is a mild steel cylindrical container 3.94" (100 mm) high with a diameter of 4.17" (106 mm).

The steel is approximately 3 na thick.

A steel flange is welded to the bottom of the cylinder.

This shell is lead filled in such a way as to provide shielding in all directions when the shutter is closed.

The shutter is located inside a steel cylinder in the 1

source housing.

The operation of the shutter and the labeling of i

the lever is the same as the ABS 80.

The ABS 50 source housing Ancorporates either a AMC.16 or AMC.17, americium-241 source.

It is attached to the device frame by four bolts.

The source holder incorporated by the ABS 50 source housing is shown in attachment 4.

The americium-241 source is held in the source holder with an aluminum retaining ring and disc.

The source holder is made of brass and is screwed and spot welded to the source housing to prevent access to the source.

The SH2O source housing (see Attachment 5) is a mild steel cylindrical container 6.30" (160 mm) high with a diameter of 6.61" (168 mm).

The source housing is lead filled and utilizes a five slit collimator to produce five beams of radiation.

A steel plate is welded to the bottom of the source housing.

The shutter is 2.17" x 1.38" x 6.30" (55 mm x 35 mm x 160 mm) and made of steel encased lead.

It is located underneath the collimator in a rectangular tube made of mild steel which is bolted and welded to the bottom steel plate.

The shutter is operated by a shaft which slides the lead block into position.

When placing the shutter in the "ON" position, the shaft is pulled out and secured in place by a screw.

When the shaft is pulled out, the word "OPEN" is revealed indicating that the shutter is open.

To return the shutter to the " CLOSED" position, the shaft is pushed in and secured by a padlock.

The word "OPEN" is then concealed i

indicating that the shutter is closed.

The source holder incorporated by the SH2O is similar to the source holder used in the ABS 50 (shown in Attachment 6).

It may incorporate either a AMC.16 or AMC.17, americium-241 source.

For Models CAM 1 and MM1 the maximum air gap between the source housing and the top of the conveyor belt is 15" (38.1 cm).

The Model CAM 1-5 may have a maximum air gap of 34" (86.36 cm).

Process Technology, Inc. no longer sells, distributes, or services any of the devices.

LABELING:

The device is labeled in accordance with Section 20.1901, 10 CFR j

Part 20.

The labels contain the radiation symbol, isotope, activity, device model number and serial number, name of distributor, and the words " RADIATION HAZARD".

The labels, made of aluminum, are permanently attached by screws to each source housing.

A copy of the label is shown in.

The label is magenta or purple on a yellow background.

The label only indicates the isotope of the source contained in the source housing to which it is attached.

CONDITIONS OF NORMAL USE:

The device is intended for use in the coal processing industry.

The device is typically used on a conveyor belt to provide an ash reading corrected for bed depth and moisture content.

The device is designed to withstand the following environmental conditions:

The enclosure is typically round or rectangular in shape and contains the conveyor belt along with a walkway for maintenance personnel.

Access to the radiation beam is restricted due to both the location of the device on a moving conveyor belt and its location on the center of the belt plus the frame.

PEQTOTYPI_TESTINGi The sealed sources contained in the device have achieved the following ANSI N542-1977 classifications:

Model ANST NS42-1977 CDC.800 series 77C66545 AMC.16 77C64444 AMC.17 77C64444 In addition, 15 of these devices have been distributed in Germany over the past 4 years and 2 devices have been distributed in Canada with no failures related to the radiological safety of the device.

None of the 17 devices have experienced jamming or sticking of the shutter mechanisms during this time.

EXTERNAL RADIATION LEVELS:

The manufacturer reports that the radiation levels from the ABS 80 source housing are controlled with shielding such that the levels do not exceed 0.25 mrem /hr (2.5 gSv/hr) at 30 cm (11.76") from the surface of the source housing and do not exceed 0.5 mrem /hr (5.0 pSv/hr) at surface of the source housing.

The manufacturer reports that the radiation levels from the source housings ABS 50 and SH2O do not exceed 0.1 mrem /hr (1.0 gSv/hr) at the surface of the source housing whether the shutter is opened or closed.

The device shall be installed and initially tested for proper operations of the source exposure mechanism, safety warning components, labels, external radiation levels, and leak tested by Process Technology, Inc. or other persons specifically licensed by the NRC or an Agreement State.

  • The device shall be leak tested at intervals not to exceed 6 months using techniques capable of detecting 0.005 microcurie (185 Bq) of removable contamination.
  • The device shutter mechanisms shall not be locked when in the "ON" position.

The device shutter mechanism shall be checked for proper shutter operation at intervals not to exceed 6 months.

  • REVIEWER NOTE: The license reviewer should ensure that administrative controls are submitted which ensure restricted access to the radiation beam when the conveyor is stop for repair or maintenance.

The ANSI classifications of the sealed sources incorporated in the devices indicates that temperature, pressure, impact, vibration, and puncture stresses imposed during use are highly I

unlikely to cause breach of containment integrity of the capsule.

i During use the source is sealed within the housing such that the i

source is protected against possible airborne corrosive and other types of contaminates.

Protection provided by the source housing further assures radioactive material containment in the event of j

an accident.

i Based on review of the Models CAM 1, CAM 1-5, and MM1, and the information and test data cited below, we continue to conclude j

that the devices are acceptable for specific licensing purposes.

I Furthermore, we continue to conclude that the devices would be j

expected to maintain their containment integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.
