The Nuclear Regulatory Comission (the Comission) has found that:
o A.
The application for amendment by Portland General Electric Company,
. 4 et al., (the licensee) dated April 4, 1985, as revised by letter of Tugus't 26,-1985, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in confonnity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health i
and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; i
D.
The issuance of this amendment will not be inimical to the common T
defense and security or to the health and safety of the public;,
I and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements i?
have been satisfied.

Accordingly, the license is amended by changes to the Tech $ical Specifications as indicated in the attachment to this license j.
amendment, and paragraph 2.C.(2) of Facility Operating License No. NPF-1 is hereby amended to read as follows:
(2) Technical Specifications
-The Technical Specifications contained in Appendices A and B, as revised through Amendment No.108, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifica-tions, except where otherwise stated in specific license conditions.
3.
This license amendment is effective as of the date of its issuance.

6.5.2.2c The TNOB shall be composed of at least five designated members, including the Chairman. Members of the TNOB may be from within the PGE organization or from organizations external to PGE. Members and the t
Chairman shall be designated in writing by the Vice President Nuclear.

The Chairman shall have 10 years of power plant experience of which 3 years shall be nuclear power plant experience. Members (and any alternates) shall have an academic degree in an engineering or science field and in addition shall have a minimum of 5 years technical experience of which a minimum of 3 years shall be in one or more of the areasabove(6.5.2.1).

6.5.2.3 Any alternate members shall be appointed in writing by the Vice l
President Nuclear to serve on a temporary basis; however, no more than L
two alternates shall participate as. voting members in TNOB activities at any one time.
CONSULTANTS 6.5.2.4 Consultants shall be utilized as determined by the TNOB Chairman to provide expert advice to the TN08.
r MEETING FREQUENCY-6.5.2.5 The TNOB shall meet at least once per calendar quarter during the initial year of facility operation following fuel loading and at least once per six months thereafter.
QUORUM 6.5.2.6 A quorum of TNOB shall consist cf a majority of the total member and shall include the Chairman or Vice Chairman. No more than a minority of the quorum shall have line responsibility for operation of the facility.
