MEETING

SUMMARY

On November 8, 1985, NRC and applicant representatives had an exit meeting at the Seabrook site in Seabrook, New Hampshire to discuss the Seismic Qualification Review and the Pump and Valve Operability Review Teams' audit activities during that week and to provide the teams' understanding of how the applicant's program is progressing. The audit involved inspection of documents and  !

l equipment on site. Enclosure 1 provides the list of attendees to this exit meeting.

The applicant was informed that our overall equipment qualification review of

, which seismic qualification and pump and valve operability qualification reviews are part of are made up of the following:

1. Review of the applicant's program to the requirements of 10 CFR 50.49
2. Review of the applicant's program to the requirements of 10 CFR 50 Appendix A
3. Site Audit The site audit allows the staff to determine what is the quality of the F applicant's program and how actively is their program being implemented. The audit is done on a sampling basis and from this sample the teams attempt to form a judgement on the quality and effectiveness of the applicant's program.

The applicant was informed that they presently have an actively implemented program in place along with several supplemental programs which should enhance the overall program. These supplemental programs are:

l 1. amplification response spectra verification i 2. equipment modification reconciliation

3. anchorage verification
4. nozzle load verification
5. equipment proximity verification interaction
6. review of non-safety related equipment located in safety related buildings i

The applicant was informed that the NRC review will be complete when the confinn-atory items have been closed out.

The following items were noted for applicant action:

I' i 1. The maintenance program was not in final form; therefore, a few maintenance procedures, especially those components that have limited life, should be provided as a sample.

2. Provide an accurate, up to date list of all active valves.
3. Confirm all required pre-service pump and valve tests have been completed .
4. Confinn that active 2 inch and under B0P valves are in the operability qualification program.
5. Confirm all seismic qualification has been completed.

The applicant was informed that their program was nearly complete. To complete the remaining part, a good deal of effort and active management attention is needed to to make it happen. The applicant noted that their management is comitted to do it right and do it right the first time.
