' REQUEST FOR ENLARGEMENT OF TIME FOR RESPONSE TO MEMORANDUM (Statistical Inferences)

On November 11, 1985 the Licensing Boards issued a " Memorandum (Statistical Inferences from CPRT Sampling)," in which the Boards gave notice of certain concerns regarding the use of statistical procedures contemplated in the Comanche Peak Response Team Program Plan.

At the conclusion of the Memorandum, the Boards declared that the "[plarties may file their responses 8512P3OOO5 851216 ADOCK 05000445 PDR PDR Q

h

'so that they are received by the Board during calendar 1985."

Id. at 5.

The-Applicants appreciate the Boards' memorandum and desire to submit a response.

For the reasons set forth herein, however, that response cannot be submitted by December 31, 1985.

Because the object of the Boards' review was the Comanche Peak Response Team Program Plan, the Applicants believe that any response should have the concurrence of the CPRT Senior Review Team.

As a result of comments received from the Boards, from CASE, 7

and in great detail from the NRC Staff, the SRT is in the process of revising the Program Plan and attachments, including the attachment (Appendix D) that refers to the use of statistical processes in sampling.

The SRT believes that these revisions should be completed before, rather than after, the Boards' memorandum is responded to.

The revisions, however, will not be completed before the end of the year.

(It is presently estimated that the so-called "Rev. 3" of the Program Plan will be completed and published about mid-January 1986).
