OF FEBRUARY 19, 1997, REGARDING CALDON'S THERMAL POWER UPRATE PROGRAM l

On Feb'uary 19, 1997, representatives of Caldon Inc. met with representatives l

of the Nuclear Regulatory Commission (NRC).

Participants also included representatives from Corey-Regan, Inc., Winston & Strawn, and Eckert Seamans Cherin & Mellot. The purpose of this meeting was to provide an opportunity l

l for Caldon representatives and NRC staff to discuss legal end technical issues with regard to the effects of improvements in flow and temperature measurements to a reactor licensee's thermal power uprate program.

l The representatives discussed issues regarding 10 CFR 50, Appendix K, and l

10 CFR 50.46. A Caldon representative stated that Caldon is planning to submit the topical report within a month. Mr. Bill Horin of Winston Strawn l

stated that he.did not expected the review of the topical report by the NRC would be difficult or time consuming. Caldon representatives stated that the L

use of their technology as a part of a thermal power uprate prqqram would contain safety improvements in flow measurements and is' supported by several utilities.

I NRC staff noted that resource and budget constrains might delay the review process of the topical _ report. During the meeting, NRC staff also stated that it would help the topical report gain a higher review priority if a licensee requested a license amendment stating that they are going to'use this methodology when the NRC approves the topical report. provides a list of meeting attendees.
