REVIEW 0F IMPELL TOPICAL REPORT Otl 61 TRAK SYSTEM I have made a brief informed review of the topical report which you sent over and agree with the concerns expressed in your proposed letter to Impell.

The approach taken in the topical report appears to be oversimplified when compared with complex interactions which have been observed in studying fission product release and migration from fuel assemblies operating under normal or anticipated transient conditions.

For much more severe con-ditions where the releases are orders of magnitude greater, releases will more closely approximate equilibrium values (with due consideration of the chemistry necessary even here). The best solution is still to make actual measurements.
