Nuclear December 18, 1985 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20814 Attention:

Ms. Elinor Adensam, Director Project Directorate 3 Division of BWR Licensing

Dear Ms. Adensam:

FSAR SECTION 13.1 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 As a result of phone discussions between members of the

. Nuclear Regulatory Commission (NRC) Staff and Public Service Electric and Gas Company (PSE&G) on December 10 and 12, 1985, attached are revisions to Section 13.1 of the Hope Creek Generating Station (HCGS) Final Safety Analysis Report (FSAR).

Amendment 13 of the FSAR revised Section 13.1 to reflect the reorganization of the HCGS Nuclear Department; however, Tables 13.1-1 and 13.1-3 need further clarifications in order to completely address Safety Evaluation Report (SER) Open Item #13.

Table 13.1-1, the Nuclear Department's Staffing Summary, was inadvertently deleted in Amendment 13 but will lx3 reinstated as revised to reflect approved staffing levels at fuel load.

In addition, Table 13.1-3, and Figure 13.1-8, are being revised to correctly indicate that the General Manager, Assistant General Manager, Technical Manager, Operations Manager and Maintenance Manager are qualified to ANSI /ANS-3.1 These changes will be incorporated in FSAR Amendment 14.
