allegations as one indicator of whether a licensee has established a safety-conscious work environment and its proposal to develop a methodology for analyzing the data.
As this effort evolves, the staff should ensure consideration of the public comments received from the Federal Reaister notice on safety-conscious work environment published as a result of SECY-96-255.
