Enclosed is Revision 32 to Issue 4 of the Beaver Valley Power Station (BVPS) 1 Physical Security Plan (PSP) (Base Plan and Training & Qualification Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08.
Revision 32 changes include the following:
1.
Revised organization titles and added new position of President, Generation Group in Chapter 1 and Figure 1-1 of the Base Plan.
2.
A listing in Chapter 3 of the compensatory measures to be implemented in the event the Vehicle Barrier System (VBS) becomes degraded. These measures have been implemented since February 29, 1996, in a plant Security Procedure. Per NRC (R. R. Keimig) letter to DLC (J. E. Cross) on September 26,1996, these measures were deemed acceptable and were to be included in the next PSP revision.
3.
Revised nomenclature for the physical search program in Chapter 3 of the Base Plan and in Chapter 2 of the Training & Qualification Plan. We now utilize the term " Hands-on" search.
4.
Miscellaneous plant layout / building schematic drawing updates.
5.
Revised security officer actions, described in Chapter 2 of the Training &
Qualification Plan, to be taken in order to clear a stoppage with a plant issued rifle.
This change is an enhancement to the training program to allow for standardization with all assigned weapons.

Page 2 These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).

2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
