ORDER On October 22, 1985 the Atomic Safety and Licensing Appeal Board's decision in ALAB-819 reversed and remanded this Licensing Board's 1984 Second Partial Initial Decision (LBP-84-31, 20 NRC 446) on the issue of the back-up medical arrangements necessary to satisfy the Commission's requirements for the Licensee's onsite emergency plan medical arrangements for contaminated injured onsite personnel.

In accordance with required further action consistent with ALAB-819, the Board establishes the following procedures:

1. The Board directs that Licensee submit its proposal for resolution of the remanded issue. Submission due 20 days from service i

date of this order; other interested parties (LEA and Comonwealth of Pennsylvania) may submit comments on the Licensee's proposal 14 days after thd iervice date of Licensee's submission; the NRC Staff response shall be due 10 days after service date of last r sponse of the interested parties. interested parties are cautioned that exceptions to this schedule will be granted only for good cause, detailed and documented.

2. The Board finds that for its consideration the previously 1

referred 19 hospitals in the Second Partial Initial Decision located in the surrounding three-county area should be geographically plotted on a map of the area with clearly discernible distances from the Limerick generating station noted; that the hospital facilities and the status of accreditation with the Joint Committee on Hospital Accreditation (JCHA) for each of these 19 hospitals in the three-county area be clearly identified.

3. In order that this Board have available other material information to meet the requirements of this remand, the interested parties are urged to submit any other material information which in their opinion will satisfy the Commission requirements under Section IV.E of Appendix E to 10 CFR Part 50 for a back-up facility for treatment of contaminated injured individuals.
