Dear Mr. Hind:
Toledo Edison acknowledges receipt of your August 6, 1985 Inspection Report No. 50-346/85019(DRSS) (Log No. 1-1228), for the routine in-spection of emergency preparedness, including the annual radiological emergency exercise at the Davis-Besse Nuclear Power Station, Unit 1.
Following an examination of the items of concern, Toledo Edison herein offers information on the identified exercise weaknesses:
1.
Exercise Weakness: Differences between offsite geographic subareas depicted on large scale EPZ maps and those depicted in procedure AD 1827.12 contributed to the failure to include all areas within about a two mile radius of the station in the initial offsite protective action recommendation.

Response
Administrative procedure 1827.12, Protective Action Guidelines, contains guidance on which geographic subareas to include in protective action recommendations. Based on the exercise results and discussions with the State and Local officials, AD 1827.12 will be revised to be consistent with the large scale EPZ maps. Revisions to AD 1827.12 will be completed by November 1, 1985.

Exercise Weakness: The failure to consult the station's EALs for applicability prior to downgrading from a General Emergency and later from an Alert, plus the incorrect procedural guidance that-emergencies classified as at least an Alert must be downgraded below the Unusual Event class before commencing recovery activities, together resulted in inappropriate emergency declassification. Response
The Emergency Action Levels (EAL's) contained in EI 1300.01, Emergency Plan Activation, will be revised to provide additional clarification on classification of emergencies.
Specifically, EI 1300.01 will include:
listing specific indi-cations to be used in classifying an event; providing a cross reference to guide the user to other EAL's which might also apply; standardizing the use of terminology; and providing more guidance in the area of downgrading an emergency classification. This revision will be completed by December 31, 1985.
