February 17,1997 Pursuant to 10 CFR 50.90, Comed submitted revised Technical Specifications to i
transition to Siemens Power Corporation Nuclear Fuel (Reference (b)). The purpose of this letter is to supplement Reference (b) to address revisions that were required for the approval for LaSalle County Station (Reference (a)) and to address items discussed with the NRC Staff (Reference (c)).
Quad Cities proposed adding Siemens Power Corporation topical reports to the Technical Specifications in Section 6.6.b. (Reference (b)). This letter revises that change i
by listing the specific NRC approval date and the revision / supplement for each of the new topical reports; this results in three additional references because individual volumes and supplements are listed for XN-NF-80-19. Also section 5.3.A description of fuel assemblies (Reference (b)) is being revised to ".. Limited substitutions of zirconium alloy, in accordance with NRC-approved applications of fuel rod configurations, may be used." The term zirconium alloy is being revised to "Zircalloy or ZIRLO," which are the only zirconium alloys allowed by 10 CFR 50.46. The revised marked up Technical j

The revised marked up Technical Specification pages are included as an attachment to this letter. These items and how they are addressed are listed below:
- 1. Section 2.1.B: Comed proposes to withdraw the change that replaced the words " transition boiling" with " fuel cladding failure due to overheating."
This change maintains agreement with standard technical specifications.
- 2. Section 3/4.11.A: The LOCA models should meet the requirements of Appendix K of 10 CFR Part 50, rather than the requirements of 10 CFR 50.46 as Comed proposed in the Reference B letter.
- 3. Section 3/4.6.F: Insert #6 is removed and replaced with a single sentence to clearly explain the SPC methodology for analyzing the ASME j
overpressurization evem.
The revised Technical Specification changes are attached. These pages directly replac the corresponding pages in Reference b.
With the exception of the above proposed changes, and the Environmental Assessment 1
Applicability previously submitted changes (References (a) (b) (c)) are unchanged.
