RESTART REVIEW PROCESS This is to advise you that the Commission has not objected to the i

staff's proposal to continue implementation of the Restart Assessment Plan and to implement the Independent Corrective Actio< Verification Program for Millstone Unit 3.

The staff shoJld correct the titles for the Deputy Executive Directors to reflect the new organization and make the corrections noted in the enclosure.

The restart oversight plans and process should be widely publicized to ensure stakeholders will have the opportunity to review it.

l Since Northeast Nuclear Energy Company has announced their l

intention to pursue restart of all three Millstone units in parallel, and the three units are'of different designs and plant t

age, the staff should review the licensee's plan and inform the Commission of any corresponding adjustments to the NRC's restart assessment plan, j

It is important for the staff to develop a set of restart issues' using Manual Chapter 0350, " Staff Guidelines for Restart j

Approval," and clearly articulate them to the licensee and the public.

The staff should establish the guidelines which will be 1

used to determine the acceptability of the licensee's resolution l

of these issues.

In developing the restart issues list and in conducting the oversight of Millstone's corrective action programs and eventual restart, the staff should focus its effort on safety significant l

issues.

This focus should ensure that the licensee and the ICAVP contractor consider safety significance in' selecting and i

prioritizing the structures, systems, and components to be reviewed and inspected.

On page 7, first full paragraph on the page, line 10, delete l

the word 'the' at the end of the line.

On page 1 of the Restart Assessment Plan, paragraph 1, last.
