Byron Station Unit 1 IE Inspection Report No. 50-454/85-046 WRC Docket No. 50-454 Reference (a): November 12, 1985 letter from J. A. Hind to Cordell Reed

Dear Mr. Keppler:

Reference (a) provided the results of an inspection by Messrs. Creed and Belanger on October 25, 28-30, 1985, of activities at Byron Station.

During this inspection, certain activities were found to be in noncompliance with NRC requirements. Attachment A to this letter contains Commonwealth Edison's response to the Notice of Violation appended to reference (a).

In addition to the actions discussed in Attachment A to prevent recurrence of this violation, Byron Etation has initiated a Performance Improvement Program in the area of security. The purpose of this program is to eliminate inadvertent degradation of vital and protected area barriers caused by careless compliance with security procedures. This will be accomplished through implementation of a revised continuing security education program and through use of an aggressive security communications program directed at all levels of the station and construction work force. The details of this program were presented to your staff in a meeting at Region III headquarters on November 26, 1985. Further communications will outline schedules and progression of this program.

The material in Attachment A contains Safeguards Information as i defined by 10 CFR 73.21. Accordingly, it should be protected from public disclosure.
