The Commission has approved the portions of this paper that addre _s the changes to predecist.onal enforcement conferences in harassment, intimidation and discrimination cases as set forth on pages 17-19.

The staff should incorporate those changes in a revision to the Enforcement Policy.

Based on the increased FTE requirements discussed in the memorandum from the Executive Director for Operations (EDO) dated December 16, 1996, the staff should re-evaluate the material in this paper.

In particular, recent experience with the application of the revised Management Directive 8.8 criteria for designation of high priority investigations should also be reconsidered since under its application, 93% of the discrimination cases are now high priority.

Whether or not the staff proposes adjustments to the prioritization scheme, the staff should consider resources necessary to investigate these high priorit'y discrimination cases and indicate what impact they would have on other important investigations or activities.

The staff should resubmit the paper reconsidering the remaining items for Commission consideration in light of the resource implications noted above and competing priorities.

This should include resource impacts arising from the Strategic Assessment process as well as those proposals considered to be most worthwhile for credible enforcement policy in this area.

The resubmittal should include those proposals which the staff feels the Commission should approve.
