CLINTON POWER STATION QA RECORD RETENTION REQUIREMENTS The purpose of t:lis letter is to request review of Clinton proposed clarifications to QA record retention requirements found in Administrative Controls Section 6.10.3.1 of Clinton Proof and Review Technical Specifications (Enclosure 1).

By letter dated February 28, 1985 to H. Thompson (Enclosure 2), B. Grimes identified inconsistencies in the QA record retention requirements of Catawba Nuclear Station Unit 1 Technical Specifications (TS) and suggested such inconsistencies may exist with other TS. Clinton proposes to further clarify Section 6.10.3.1 to obviate apparent inconsistencies between codes and standards QA record retention commitments made in the Operational Quality Assurance Manual with those already in the TS as modified by the February 28 memorandum. In order to meet final draft issuance of Clinton's TS, I am requesting your review by January 6, 1986.

a. Records and drawing changes reflecting unit design modifications made to systems and equipment described in the Final Safety Analysis Report.
b. Records of new and irradiated fuel inventory, fuel transfers, and assembly burnup histories.
c. Records of radiation exposure for all individuals entering radiation control areas.
d. Records of gaseous and liquid radioactive material released to the environs. -
e. Records of transient or operational cycles for those unit components identified in Table 5.7.1-1.
f. Records of reactor tests and experiments.

i An inconsistency regarding the QA record retention requirements of the CATAWBA Nuclear j - Station Unit I technical specifications has recently been called to our attention by l

Duke Power Company. Enclosure 1 is a copy of the technical specification record retention requirements. These requirements are relatively standard. Section 6.10.1 8 indicates that a number of records of QA activities required by the Operational Quality Assurance Manual (0QAM) "shall be retained for at least 5 years." For example, see items a, b, and d in the second paragraph of 6.10.1. The inconsistency j is that item i of section 6.10.2 requires that records of QA activities required by .4

the 00AM (i.e., these same records) "be retained for the duration of the Unit Operating License."

In light of the above, we recomend that the words "not listed in section 6.10.1" be added to item i of section 6.10.2 of the rat =ms3 T::57tr 1 sn,cifi.

! 6.10.1 In addition to the applicable record retention requirements of Title 10, Code of Federal Regulations, the following records shall be retained for at least the minimum period indicated.
