PLANT PERFORMANCE REVIEW (PPR) - FERMI 2 l

On March 18,1997, NRC staff completed the semiannual Plant Performance Review (PPR)

}

of Fermi Nuclear Station Unit 2. The staff conducts these reviews for all operating nuclear j

power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and aUocation of inspection resources. The PPR for Fermi 2 involved the participation of all Region 111 technical

.. divisions es well as responsible NRR staff, in evaluating inspection results and safety

{

performance information for the period of October 1996 through March 1997. PPRs provide NRC management with a current summary of licensee performance and serve as j

inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

The PPR revealed that perforrnance improvement in the Operations and Engineering h

functional areas was slow during this period. In addition, this PPR review revealed a decline in performance in the Maintenance functionel area. This declining trend is primarily

}

due to personnel errors and work control arrors.

This letter advises you of our planned inspection sifort resulting from the Fermi 2 PPR review. The information is provided to enable appropriate consideration of the resource

.irppact on your staff, and to permit scheduling conflicts and personnel availability issues to i

be resolved in advance of inspector arrival onsste. The enclosure details our inspection plan for approximately the next 6 months. The rationale or basis for each inspection L

outside the " Core" inspection program is provided so that you ere aware of the reason for

emphasis in these program ereas. Rosident inspections, as well as periodic inspections by l

other assigned members of our site focus group, may occur at any time in support of the i

Core inspection program.
