I make this statement freely with no threats or promises of reward having been make to me, m 's In.ed.y 1980, it became apparent to me that Brown & Root, Inc. (B&R) enginee was experiencing problems.
This judgment was based on the number of 50.55(e) reports being submitted to NRC containing engineering overtones.
When Jerry Goldberg joined HL&P, he expressed the need to have an engineering assessment by a third party.
Quadrex was name}to perform this assessment in late December 1980 or early January 1981

During the course of the Quadrex assessment, Jerry Goldberg briefed me peri regarding the progress of the assessment.
I did not attend the Quadrex mid-April interim report meeting or the May 7,1981 final report meeting.
Subsequentsy to our May 7,1981 receipt of the Quadrex report, HL&P and B&R conducted detailed reviews to identify items reportable under 50.55(e).
Jerry Goldberg called me late on' Friday, May 8,1981, and told me that three reportable items had been identified.

Jerry Goldberg briefed Don Sells on the Quadrex report during the May 1981 ASLB hearings in Bay City, Texas. Although I did not attend this briefing, I know tha.t Sells was made aware that a copy of the report was available for him to s,

briefing NRC. There was no intent on our part to withhold information concerning the Quadrex report from NRC, Region IV.
In late August 1981 I identified to Mr. Karl Seyfrit that we had received the Quadrex report and would be willing to discuss it with Region IV.
I know that a number of copies of the Quadrex report were maintained by HL&P and B&R and am of the impression that a copy of the report was at STP.
In August 1981, Dick Frazar called me and said Richard Herr and Shannon Phillips were looking at STP QA activities and wanted to see the Quadrex report.
I told Frazar to let them see the report.
I never instructed anyone to withhold the report from NRC.
I did want to maintain control of the report and not le+-+t leave f
