COOPER NUCLEAR STATION - REVISION TO THE REACTOR VESSEL SURVEILLANCE CAPSULE WITHDRAWAL SCHEDULE (TAC NO. M97451)
Dear Mr. Horn:
By letters dated December 13, 1996, and April 17, 1997, the Nebraska Public Power District (NPPD) submitted for NRC approval a proposed change to the Cooper Nuclear Station (CNS) reactor vessel material surveillance program withdrawal schedule; a program required by Title 10 of the Code of Federal Regulations, Part 50, Appendix H (10 CFR Part 50, Appendix H). NPPD proposed to defer the withdrawal time for the third CNS surveillance capsule from 15 effective full-power years (EFPYs) of operation to 22 EFPYs of operation.
The NRC staff has reviewed your original submittal of December 13, 1996, and the additional information provided in your April 17, 1997, letter.
The results of the staff's review are provided in the enclosed Safety Evaluation, i
The staff has concluded that the proposed withdrawal schedule is in compliance with the requirements of 10 CFR Part 50, Appendix H.
Furthermore, the staff has concluded that the proposed schedule change is consistent with the current CNS licensing basis, and that this action does not require a license amendment, as discussed in the Commission's Memorandum and Order CL1-96-13, dated December 6, 1996.
Therefore, the staff approves your proposal to defer removal and testing of the third CNS surveillance capsule until such time as 22 EFPYs of operation have been conducted.
