SUBJECT:

NRC INSPECTION AND NOTICE OF VIOLATION '

Dear Mr. Marcantel:

l This refers to the inspection conducted on April 15,1997, at N.T.S. Enterprises corporate offices in Schaumburg, Illinois. The purpose of the inspection was to determine whether activities conducted in association with the NRC reciprocity provisions of 10 CFR 150.20 were conducted in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with you.

The inspection was an examination of activities conducted concerning your activities in Non-Agreement States and the requirements in 10 CFR 150.20, " Recognition of Agreement State Licensos." Within this area, the inspection consisted of a selective examination of representative records and interviews with personnel. In addition, the inspector examined actions described in your letter dated March 5,1996, in response to a violation identified through the information contained in this letter and our subsequent inspection on March 20,1996.'

Based on the results of this inspection, the NRC has determined that a violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice).

A written response is required.

The violation cited in the enclosed Notice of Violation is a repeat item. In your response to ,

this violation, please describe why your proposed corrective action is expected to be more '

successful in preventing future or similar violations than the corrective action specified in your March 5,1996 letter.
