Dear Mr. Crow:

i In our letter of August 7,1985 (Ref. 1) and supplements dated August 30 and September 20, 1985 (Refs. 2 and 3), we described a proposed reorgani-ztion relative to our operations conducted under Materials License No.

i SNM-696. In your letter of October 28, 1985 (Ref. 4), you indicated three points of concern relative to our proposed reorganization. Two of your concerns regarded our proposed reorganization not being consistent with statements in our license. These concerns were discussed with Mr.

I Norm Ketzlach of your staff during my visit to your offices on November 8, 1985. Those discussions proved most useful in developing mutually agreeable proposed revisions to our license which are responsive to your i

expressed concerns and which reflect our proposed reorganization. Accord-ingly, we hereby request that our license be amended as indicated on the enclosed revised pages. Lines of text which have been revised are iden-tified by a corresponding vertical line in the right hand margin, i

f The third point of concern in your letter of October 28, 1985 regarded an apparent deficiency in the qualifications of our new Manager of Nuclear Safety, Meldon Merrill. This observation was based upon the information contained in Mr. Merrill's resume, which we had submitted with Ref. 2.

W. T. Crow 696-8049 This has been the subject of telephone conversations between Mr. Ketzlach and myself and -between Mr. Ketzlach and Mr. Merrill. What had appeared to be a problem was not due to a lack of appropriate experience by Mr.

Merrill.

Rather, the apparent problem was due to insufficient informa-tion in his resume. Therefore, a revised resume which describes more explicitly Mr. Merrill's experience and familiarity with GA's fuel fabri-cation equipment and processes is enclosed. An - advance copy of this ex-panded resume was given'to Mr. Ketzlach during my visit to his office on November 8, 1985.

Once the subject requested license amendment and a corresponding Funda-mental Nuclear Material Control Plan (FNMC) amendment (Ref. 5) have been approved, we will implement the. proposed reorganization. At that time, the various other affected documents and plans such as our Radiological Contingency Plan, the Demonstration Volumes of our SNM-696 Materials License (Volumes I and II), etc., will be reviewed and revised accord-ingly to reflect the FNMC and license amendments (i.e. the reorganiza-tion).

As indicated in References 2 and 3, it is quite important that we stabi-lize the situation which has developed from the retirement of several managers as soon as possible. We hope this submittal resolves all of the NRC points of concern and that the requested license amendment will be

. approved at your very earliest convenience.

Enclosed is an instruction sheet for updating the Specifications Volume of our license. A check for $150 is also enclosed to cover administra-tive fee.
