EVALUATION OF TEMPORARY REQUEST FOR RELIEF FROM ASME CODE REPAIR REQUIREMENTS FOR ASME CODE CLASS 3 SERVICE WATER SYSTEM VALVE -

EDWIN I. HATCH NUCLEAR PLANT, UNIT 2 - (TAC NO. M96669)

Dear Mr. Woodard:

By letter dated October 4, 1996, and supplemented October 30, 1996, you reported the discovery of rust stains on the valve body of the plant service water valve 2P41-F332D at Edwin I. Hatch Nuclear Plant, Unit 2, and requested i

a temporary relief from the requirements of ASME Code,Section XI, Article j

IWA-4000 or IWA-7000. The relief is sought from performing repair of flaws, or replacement, of Valve 2P41-F332D at Hatch Unit 2.

Relief is being sought until the next maintenance outage of sufficient duration, but no later than the next refueling outage scheduled to begin in March 1997.

The staff has reviewed your proposed alternatives to the ASME Code requirements for compliance with the provisions of 10 CFR 50.55a(a). The i

alternatives consist of adding the valve to the daily operations surveillance rounds for visual inspection to ensure the leakage does not change significantly and the valve operability determination. The enclosed safety evaluation provides the results of NRC staff's review of your relief request.

The staff finds that compliance with the Code requirements would result in hardship or unusual difficulty without a compensating increase'in the level of quality and safety. Accordingly, pursuant to 10 CFR 50.55a(a)(3)(ii), the proposed alternatives to the requirements of the ASME Code are authorized until the next maintenance outage of sufficient duration, but no later than the next refueling outage scheduled to begin in March 1997. At that time a Code repair will be performed.
