Addendum to the FEMA Finding of Revision 5 of the long Island Lighting Cortpany (LIICO) Offsite Emegency Plan for the Shoreham Nuclear Power Station his is to notify you of an administrative error recently discovered in the FEMA finding on Revision 5 of the LILCO Transition Plan for offsite emergency preparedness at the Shoreham Nuclear Power Station. his finding was sent to the Nuclear Regulatory Comission on October 8,1985.
It was prepared by FEMA Region II and was the result of a full Regional Assistance Comittee review.
The error concerned the section dealing with NUREG-0654 element J 12, and appears on page 49 of 66 in Attachment 1 to the finding letter itself (i.e., in the.%gional Assistance Committee consensus review of the Plan). The fir.it paragraph of the J 12 review sent on October 8, 1985 only applied to % vision 4 of the Plan; it was left in the current review by mistake. FEMA Region II has transmitted a corrected page 49, which is attached to this nemorandum. 'Ihe erroneous paragraph has been deleted.
Please incCrporatit this corrected page in all Nuclear Regulatory Comission copies of the FEMh finding package.

The plan describes how the maximum number of evacuees would be monitored within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> (see Chapter 3, Section 3.9, B).
In Revision 5 of the plan, LILCO states that in order to monitor the maximum number of evacuees that might be expected to arrive at the Reception Center in 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, a minimum of 70 monitors will be necessary assuming it takes 1 1/2 minutes to monitor each evacuee.
LERO has additional monitors available to monitor vehicles and decon-taminated evacuees.
If these personnel are not needed for vehicle or decontamination monitoring, they will be directed to assist in the initial monitoring of arriving evacuees.
In Procedure, OPIP 3.9.2, Attachment 3, page 3 of 4, a flow diagram indicates vehicle interiors will be monitored if the exterior is contaminated; however, no action levels nor prescribed actions are indicated if the interior is contaminated. In addition, in the plan on page 4.2-1 and in procedures OPIP 4.2.3 and 3.9.2, there are statements which say that vehicle
