This is to provide additional information in response to NRC questions on Union Electric's application of Reference 1 regarding use of Optimized Fuel Assemblies at the Callaway Plant.

This material.has previously been discussed in a meeting with the NRC staff on December 5, 1985.

Enclosure 1 provides responses to the eleven items listed in the NRC cover letter for the Safety Evaluation of the Westinghouse Topical Report WCAP-9500. The cover letter and its evaluation are listed above as Reference 2.

As this submittal contains information proprietary to Westinghouse Electric Corporation, it is supported by a y , previously submitted application for withholding. The affidavit

[ sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses, with g specificity, the considerations listed in Paragraph (b) (4) of 13 g Section 2.790 of the Commission's regulations. These items are N provided as Enclosure 2.

Five copies.of each of the proprietary and non-proprietary versions of the Enclosure 1 material are provided for.your use.

Also provided'in Enclosure 2 are:

1. One copy of a Westinghouse letter for an Application for Withholding Proprietary Information, CAW-85-087 (Non-Proprietary)
2. One copy of the Proprietary Information Notice
3. One' copy of the Westinghouse Affidavit (Non-Proprietary)

In addition a revised Technical Specification Bases, Section 2.1.1 is included as Enclosure 3. This revised bases discuss the use of W-3 DNB Correlation in conjunction with the WRB-1 Correlation.
