Verification of Shielding Analysis Cal ulations (Item #97 ;
May ll, 1981 SOUTH TEXA5 PROJECT ELECTRIC GENERATING ST ATION The HL&P IRC was convened to evaluate a concern with B&R's position that

shielding calculations are not safety related and therefore need not be i
design verified consistent with the requirements for verification of safety related calculations.
During a recent technical assessment of B&R a concern was identifled that B&R performs shielding calculations without design wrifying them; this is not consistent with the requirements for verification of safety related calcu-lations. B&R's position is that shielding calculations are not safety related and need not be design verified to the stringent requirements for safety related calculations. In addition, several shielding analyses have been subcentracted by B&R to other vendors and there is no apparent indica-tion that these analyses have been verified.

May 8,1981 and identify the infomation that would be necessary to prepare the 30-day report as required by 10CfR50.55(e).
HL&P Health Physics p'ersonnel identified to the IRC that shielding calcula-tions are usually not identified as being safety related, lhis is standard engineering practice throughout the nuclear Industry, in addition, an NiSI Standard, #151 hlb.2, substantiates that shielding calculations are not identified as being safety related.
The IRC Chatrran questioOd as to whether or not the calcualtion that Identi-fies the radiation dose from an accident based condition (LOCA), th3t the control roon operator would esperience, should be designated as safety re-lated. HL&P lleelth Physics personnel responded that in the design of the control room, the primary protection that is provided to the operator for protection against an accident based condition, is the filtration system which provides protection from the alrt,crne radiation dose as a result of a LOCA. Typically, shielding is not the primary contributor.
