mANCH The IRC was convened to evaluate an it.em concerning the inadequate design of HVAC systems in the Mechanical Electrical Adxiliary Building (MEAB) and the Fuel Handling Building (FHB).

j In April of 1980, HL&P requested B&R to perform a study of the HVAC design based upon a concern with cooling the Radwaste Control Room in the MEAB.

i A B&R study group was formed and was designated as Special Problem #16.

l Special Problem #16 was assigned the responsibility of detemining the adequacy of existing HVAC systems in the MEAB and FHB.

During January of 1981, B&R perforined preliminary (infomal) thermal calculations to define environmental data and confimed the need for

additional HVAC cooling capacity. On March 12, 1981, a draft report was issued by the B&R Special Problems Group which identified /confimed the need for supplemental cooling of various safety related equipment in the MEAB and FHB.

It was concluded at that time that the current HVAC design had not adequately considered heat loads associated with all modes of plant operation.

During a recent technical assessment of B&R's HVAC System design, it i

was confimed that there may be insufficient HVAC. cooling capa~ city ~ for

equipment located in the MEAB and FHB.

On May B,1981, the B&R IRC convened to evaluate this concern and recom-4 mended that this item be reported by B&R pursuant to 10CFR21.

B&R ver-bally notified the NRC that same day. A B&R Licensing representative

notified the HL&P IRC Chaiman of the B&R IRC decision on May 8,1981.

Subsequently, the HL&P IRC Chaiman notified the NRC-Region IV on the evening of May 8, 1981 that "certain faulted condition heat loads may l.

'not have been considered in the design of portions of the HVAC system which are designated as safety related." This concern is potentially reportable pursuant to 10CFR50.55(e).

As a result of the'May ll,1981 IRC meeting, the following action items have been assigned:

(1) B&R Engineering to provide HL&P with a schedule for resolution l

of this item.

j (2) HL&P. Engineering to' verify that the content of B&R Special Problem #16 is the same as (or envelopes) what was actually l

reported to the NRC.

(3)' HL&P/B&R Engineering to detemine if there actually is a safety hazard associated with this item.

A 30-day report will be due, as required under 10CFR50.55(e), by June 5, 1981.
