Report of Change Being Made to the Limerick Generating Station, Unit'l Initial Test Program Dear Mr. Butler Condition No. 2.C(6) to the Limerick Generating Station License NPF-39 requires that changes made to the initial testing program described in the Final Safety Analysis Report be reported in

.accordance with the provisions of 10 CFR 50.59(b) within one month of such change.

The following Startup Test Program areas have been changed so as to eliminate the performance of unnecessary test procedures from the programs o

The Reactor Water Cleanup System (RWCU) Performance Testing (STP-1.4) during Test. Condition 3 has been deleted.

Testing the RWCU system under STP-1.4, during Test Condition 3, is not necessary because of further RWCU testing which is to be completed during Test Condition 6.

Operation of the plant at the 50% (or above) power levels has demonstrated that the RWCU system operates within the design chemistry basis.

Conducting subtest STP-1.4 during Test Condition 3 and again in Test Condition 6 would be redundant.

No other startup tests are af fected by the deletion of Subtest, STP-1.4.

The recirculation pump runback test is not required to verify FSAR analysis results since no credit is taken for the automatic runback feature.

Since STP-30.4 is not required to demonstrate compliance to Regulatory Guide 1.68 or to verify FSAR results, it will be deleted from the power ascension testing program.

The verification of the pump runback is demonstrated at Test Condition 6 in Startup Test Procedure STP-23.5, Feedwater Pump Trip.

Reviews of these changes to the power ascension testing program have been completed by Philadelphia Electric Company Engineering and Research Department and the Limerick Generating Station Plant Operating Review Committee (PORC) which determined that the changes do not involve any changes to the Technical Specifications nor do they involve any unreviewed safety questions.

Deletion of the test sections does not af fect the safe operation of the plant since other tests will demonstrate the operability of the equipment and/or the dynamic operation of the plant has already demonstrated the operability of this equipment.
