I (3) ST-B R-Hl.-39327 The IRC recenvened to evaluate the Brown & Rcot (284) report concernieg verificaticn of shielding analysis calculatices.
reviewed by the IRC (reference 1) and this itt.9 was reported to the NRC-This item was p Region IV as being "cotentially reportable cursuant to 10CFR50.55(e) on May 8. 1981 The pur;ose of the June 1.1981 meeting was to deterefre if the subject item reets the criteria for reportability.
3 The IRC Chairran initiated the meeting by statirg that the BIR report cencerning this item (reference 3) concluded that this ites is not reportable and does not r.eet the criteria of 10CFR$0.55(e). The B&R recort is based on a review of applicable regulatcry decurentatten and industry standards, discussions with other A/E's. and internal B&R pro-
, e..
ceduren.
ptt? Eagineering and Heaith Physics stated that they wert in agreement with the B&R re;crt based en the folicwing conclusions:
's (1) BLR shielding calculations are classified and cerformed according to procedures whicn are consistent with 10CFR50 Appendix B. A*tSI 5tandards N45.2 and N18.2. and industry practices, e.g. design activities are decurented within a document centrol system in accordance with written proce-darts, the adecutcy of a calculation is reviewed and checked by individual (s) other than the originator, and minimure O
checking requirements are specifled.
(2) The industry dees not, in general, censider shf elding as safety related.
(3) Within the industry, shielding calculations are generally reviewed by a checker and approved by management.
(4) The fortheeming revision to ANSI Standard N18.2 indicates in Section 3.5.1.4-(1), that shielding for safety class eculprent or onsite personnel is classiffed as nen nuclear safety.

(!? 1*CF253. Aprendiz 8.Section II states. *The design c:ntrol reasures shall provide for verifying or checking t'e adecuacy of design such as by the perfor:sance of j

calculatienal rethods... program. The verifying or check-i/

A551 N45.2. Section 4.3. retterates 10CFRSO and
- covides additicnal direction as to trecific verification er checking procedures i.e.
- verifying or checking should censist of a minimum...resiewing Fe design spot checking t'e calculations or analyses, and assessing the results against tFt original design bases and functicn require-tw9ts....*
B1R shielding calculations are checked and etertved by t' o engineers other than the originator, i.e.
a checker and the Olscipline Project Engineer (Dpt).
The c't:Ler reviews the calculation for such thirgs as meth-edelegy. assu ptions. Input, references, rathematics.
a: licability of cedes and standards, and results.
The calculaticn is then reviewed and accreved by the CPE.
In a:dition to these precedures, addittenal internal crocet
- e. ts have teen 1 ple e9ted that include a sirpitfied
- t.ar.d calculation by the checker".
In ad!'t*:n Ht1P Eagineering stated that B1R uses the terninology " design verificat :9" i
in conjunction with these items that are classified as being safety t'ated and that B1R perfer-s the same level of review for a shield.
irg cak.'stien that ene would perf:rm for a ' design verified
- calc l ti bcsese. t$e shielding calculaticn is not designated as being safety related.
ua on; The !*: c: cluded that 214 has thosn that a "several tie'r' review ts per-formed f:r stielding calculations ard that they are in fact
- verified" to be c:r e:t s'thcugh the calculatiens are not labeled as being " design ve ri f'e:',
The IRC determined that this item does not r tet the criteria for re::-tatility per 10C'R50.55(e) and, therefore is not reportable.
itts is m sidered to be closed.
