Cruse (BGE) to NRC Document Control Desk, dated March 6,1997, License Amendment Request: Modification to the 070079 Service Water 11ead Tanks The purpose of this letter is to notify you that we are revising our commitments made in response to Reference (a). In Reference (b), we committed to complete modifications to the Unit 2 Service Water (SRW) System to prevent boiling during all anticipated scenarios. We stated that for Unit 2, we were working on an expedited basis to complete a modification to the SRW System that will provide a means to prevent boiling, by the end of the refueling outage, which started in March 1997.
From the time we received Reference (a), we have continued to work expeditiously to conceive, design, pn, procare, and install the modification to the Unit 2 SRW System. We have now determined that it is

1 appropriate to revise our commitment. We plan to implement the modification during the next outage of sufficient duration after Reference (c) is approved, but in no eveia later than the end of the 1999 Unit 2 refueling outage. The revision is based on our goal that the modification will meet our expectations for i
ensuring safe, reliable operation of Unit 2. We have completed construction of the modification and plan to perform some testing. We do not plan to complete all testing. Currently, we expect to startup from the outage with the head tanks of the Unit 2 SRW System vented, as described in the Update Final Safety Analysis Report (i.e., the modification will not be implemented to the extent that the head tanks are pressurized).

We have reviewed the operability determinations we made in support of Reference (b). We have 4
concluded that they are still correct.

In reference (c), we requested that you approve the requested license amendment by April 10, 1997.
l Based on the above change to our commitment, we are extending our requested date for approval of the

Umt 2 license amendment request to September 6,1997.
l In Reference (b), we committed to revising the Operating Instruction for refueling pool penetrations l
numbered 59 and 61. We erroneously referred to the Operating Instruction as OI-23H. We should have

referred to it as Ol-24H. We regret any confusion this error may have caused.
