NRR OFFICE LETTER NO. 505 PROCEDURE FOR HANDLING GENERIC SURVEYS POLICY This office letter describes the process to be used by the Office of Nuclear Reactor Regulation (NRR) for responding to generic surveys performed by NRR Project Managers (PMs) for power, non-power, and decommissioning reactors.

t 0BJECTIVES The process described in this letter is intended tc improve the management and tracking of generic surveys performed by PMs for power, non-power, and decommissioning reactors by establishing (1) management responsibility for determining which surveys will be conducted by NRR PMs, (2) the scope of the survey, (3) the priority, and (4) a completion schedule.

BACKGR005 NRR PMs have been asked in the past to respond to generic surveys reg:rding activities taking place at power, non-power, and decommissioning reactors.

For example, a PM may be asked to provide the status of updates to plant Final Safety Analysis Reports.

In the past, there has been no formal method for tracking and managing each survey.

In addition, the amount of agency time spent on these activities has never been documented for each survey.

PISPONSIBILITIES AE AUTHORITIES Associate Director for Pro.iects and Director. Division of Reactor Proaram Management The Associate Director for Projects (ADPR) or the Director, Division of Reactor Program Management (DRPM) is rerponsible for determining which surveys will be conducted by hAR PMs. The ADPR or Director, DRPM, is responsible for assigning surveys to Division Directors from the Divisions of Reactor Projects (DRP) or DRPM and establishing the scope of the survey, the priority, and the schedule for completion.

Secretary to the ADPR and Secretary to the Director. DRPM The ADPR secretary or DRPM secretary is responsible for maintaining a tracking system for surveys and providing periodic status reports to the ADPR, Reactor j

Projects Division Directors, and/or the Director, DRPM.

In cases where a survey affects power, non-power, and/or decommissioning reactors, the ADPR l

secretary will be responsible for tracking both the Projects Division and DRPM results. Attachment 1 provides an example of the information that should be maintained current for each survey.

l Division Directors. Reactor Proiects and Reactor Proaram Manaaement Reactor Projects and Reactor Program Management Division Directors are responsible for timeliness and completeness of assigned surveys. A DRP i

Division Director (or DRPM, as appropriate) will be assigned responsibility for each approved survey request. The Division Director assigned to manage i

the survey response will assign a lead survey manager from the Division steff I

(e.g., supervisor, PM, technical assistant). DRP Division Directors are responsible for providing periodic status reports to the ADPR as requested.

If the survey involves non-power or decommissioning reactors, the Non-Power i

Reactors and Decommissioning Project Director is responsible for providing i

l periodic status reports to the Director, DRPM.

I Lead St"vey Manaaer i

A lead survey manager will be assigned for each survey request. This manager is responsible for developing the definition of the required task, including report format, and communicating it to the Project Directors (or the i

appropriate Acting Project Director), Divisions of Reactor Projects, or DRPM.

j The lead survey manager is responsible for scheduling the survey to be compatible with the priority and the need of the. requestor.. This schedule j

should be developed with the knowledge of the ADPR or the Director, DRPM, as appropriate.

The lead survey manager is responsible for opening a survey-specific Technical Assignment Control (TAC) number for any survey required to take more than 30 minutes of a PM's time.

If a survey is expected to take less than 30 minutes for a PM's response, then the TAC number for a generic survey will be used (TAC M95689).

manager is responsible for coordinating the responses from both Divisions of Reactor Projects (DRPW and DRPE) and DRPM, if appropriate. The lead survey i

manager will periodically send updated tracking information to the ADPR or j

DRPM secretary to ensure accurate reporting to the ADPR or Director, DRPM.

If it is likely that PMs will need to request information from 10 or mere private sector sources (licensees, for example) to complete a survey, it may i

be necessary to seek review and approval for the collection of information j

from the Office of Management and Budget.

For guidance in this area, the lead i

survey manager should contact the NRR Information Management Coordinator, f

Information Management Branch, Division of Inspection and Support Programs.

Proiect Directors 4

Project Directors (PDs) are responsible for ensuring that a response for each power, non-power, or decommissioning reactor in their Project Directorate is 4

provided within the scheduled time and that the results for their Project i

Directorate conform with the survey request and report format.

PDs are also responsible for ensuring that PMs account for the hours spent on the survey l

using the appropriate TAC number.

NRR Pro.iect Manaaers NRR PMs are responsible for executing whatever duties are assigned by the lead survey manager.

If no survey-specific TAC number has been assigned and a particular survey takes longer than 30 minutes for any PM to respond, that PM l

should notify the lead survey manager to report that the response is taking significantly longer than 30 minutes.

BASIC RE0UIREMENTS All requests for surveys to be conducted by NRR PMs are to be sent to the ADPR j

or the Director, DRPM, for approval, prioritization, and assignment.

Priorities will be set relative to other tasks.

The ADPR or Director, DRPM, will assign each approved survey to a Division Director for management. The Division Director will, in turn, assign a lead survey manager.

The lead survey manager will procure a TAC number for capturing the resources used to conduct the survey.

If a survey is expected to take less than 30 minutes for a PM's response, then the generic TAC number (M95689) will be used. The lead survey manager will develop a definition of the task required and a reporting format. A schedule for responding will be developed reflecting the assigned priority 'and the needs of the requestor.

The lead survey manager will coordinate the effort, as appropriate, with the regions and other headquarters officas.

Dnce the definition, report format, priority, and schedule are established and fully coordinated, the lead survey manager will communicate this to the Project Directors (or Acting Project Directors) via e-mail or memorandum. The PDs are responsible for distributing the information to their PMs. The lead survey manager will keep the ADPR secretary or the DRPM secretary informed of the survey status for inclusion in the tracking system. When all survey responses have been completed, the lead survey manager will issue a final report to the ADPR or Director, DRPM, and the survey requestor, and will send copies to NRR Division Directors, PDs, and the Regional DRP Division Directors as appropriate. A copy of the final report should be sent to the File Center for retention. The ADPR or DRPM secretary will be informed by the lead survey manager of survey completion and completion dates. The final report will be used to close out any survey-specific TAC number opened to track the survey.

i Closeout of survey-specific TAC numbers on the Workload Information and Scheduling Program (WISP) will be accomplished by the lead survey manager when he/she is confident that no more time will be charged to that TAC number.

EFFECTIVE DATE This office letter is effective immediately.
